The Marble frame was made around 1500, when pope Julius II was ruling Rome. It most likely comes from a building where it was attached to a wall. Inside the roundel you would have the heraldic shield of the family (cf the similar smaller one in the Victoria & Albert Museum in London).
This was an explicit way of showing to the people which family was in charge at that time in Rome.
